Howard County voters sent a powerful message when they passed Question A for the Citizens’ Election Fund in November 2016, with more than 70,000 voters voting in favor. The County Council responded by passing and later overriding the County Executive's veto of CB30 with a 4 to 1 vote in July, 2017.

Howard County is the 2nd county in the state, after Montgomery, to establish a voluntary program for small donor financing of County Council and County Executive races.
